It's a water scooter - this one available from Chinese supplier Evertop Hardware.

Other names include Aqua Skipper, Water Bird, or Pumpabike.

It's either an automatic pooper scooper or some kind of run in place cardio machine?

It is a human-propelled water vehicle. If I remember correctly it skims across the top of the water with a rider making the horizontal pieces at the bottom move up and down using a pogo stick type motion. The motion makes the airfoil shaped "wings" propel this contraption forward. I think I remember seeing this on a Discovery-channel-style show some time back. (How close am I?)

Nigel, I saw this on TV too! It's really cool. If I lived by some water, I'd totally get one. I wonder how much they cost? Actually, I'd be sort of scared to try it because I'd be afraid of sinking into the water, lol.

Spectra, from what I remember, many of the riders fell in the water until they figured out the balance of it and how to reach their rhythm. It reminded me of how hard it must be to begin riding a unicycle. (Honestly, it looked frustrating!)
